Halibut with lemon-garlic butter and watercress salad

¼ cup extra virgin olive oil;
2 garlic cloves: 1 minced, 1 grated;
finely grated zest of 1 whole lemon
½ teaspoon anchovy paste;
a pinch of red pepper;
7 bunches fresh watercress, coarsely chopped
salt and ground black pepper;

Cooking method
Preheat oven to 200 degrees.
In a small bowl, mix 2 tablespoons of olive oil with grated garlic and lemon zest. Let stand at room temperature for 10 minutes.
Heat 1 tablespoon olive oil in a large skillet over medium heat. Add minced garlic, anchovy paste and red pepper. Simmer, stirring, for about 30 seconds.
Add watercress, bring heat to medium and simmer for about 3 minutes, stirring occasionally.
Add salt and pepper to taste, set aside.
Heat the remaining 1 tablespoon olive oil in a large skillet over high heat. Season the halibut fillets with salt and black pepper and place in the pan. Cook until brown on the bottom, about 3 minutes.
Transfer the skillet to the oven and roast the halibut for about 5 minutes, or until it turns white.
Heat the previously prepared watercress mixture over medium heat for about 1 minute.
Place the watercress mixture on a plate, place the halibut crust side up. Drizzle with lemon garlic butter and serve.
